Throughout July and August 2025, TA415, a Chinese state-sponsored threat actor, conducted spearphishing campaigns targeting U.S.government, think tank, and academic organizations focused on U.S.-China relations. The group impersonated high-profile individuals and organizations to deliver an infection chain establishing Visual Studio Code Remote Tunnels for persistent remote access. This activity, likely aimed at gathering intelligence on U.S.-China economic ties, utilized legitimate services like Google Sheets and VS Code for command and control. TA415 employed a Python loader called WhirlCoil to set up the remote tunnels and exfiltrate system information. The targeting pattern and timing suggest evolving priorities shaped by the complex U.S.-China economic relationship.

Between March and June 2025, three Chinese state-sponsored threat actors conducted targeted phishing campaigns against the Taiwanese semiconductor industry. The campaigns targeted organizations involved in semiconductor manufacturing, design, testing, supply chain, and financial analysis. This activity likely reflects China's strategic priority to achieve semiconductor self-sufficiency and decrease reliance on international supply chains. The threat actors used various tactics including job application lures, investment collaboration pitches, and credential phishing. They deployed custom malware like Voldemort backdoor and HealthKick, as well as tools like Cobalt Strike. The targeting extended beyond semiconductor companies to include financial analysts specializing in the Taiwanese semiconductor market, indicating comprehensive intelligence collection efforts across the sector.

In late October 2024, a government website was discovered hosting malware targeting multiple government entities. The malware, dubbed TOUGHPROGRESS, utilized Google Calendar for command and control. Attributed to APT41, a PRC-based actor, the campaign targeted global organizations in various sectors. The malware infection chain involved three modules: PLUSDROP, PLUSINJECT, and TOUGHPROGRESS, employing stealth and evasion techniques. TOUGHPROGRESS used encrypted Calendar events for communication. Google Threat Intelligence Group disrupted the campaign by developing custom fingerprints, terminating attacker-controlled infrastructure, and updating Safe Browsing. APT41 has been observed using free web hosting tools and URL shorteners for malware distribution since August 2024. The blog post provides indicators of compromise and YARA rules to aid in detection and defense against similar attacks.
